God has not subject himself to some set of mechanical rules governing whether He will speak through someone, fortunately. Whenever He speaks, be it through the Bible, the Body of Christ, or anywhere else, He somehow overcomes the flesh to do so, acting without regard to the foibles of the one He is speaking through.
